Hi.

I made an auxiliary set of SKK-JISYOs taken from varieties of
sources. It includes JIS level 2, 3 and 4 dics, dics for place name
and person name, and so on.  Not all of their licenses are GPL 
but freely distributable. It will be useful especially if you use a 
dictionary server which can handle multiple dictionaries 
(anyhow, I will submit one later).
