Today I installed a binary package for kipi-plugins, built on a system with a full KDE 3.5.9 installation on a system which runs XFCE4 and only has a few KDE3 packages (kdm, konqueror, kcalc and their dependencies). It's now a hard dependency in 0.1.4-r2. Newer versions have a configure flag.
