I have updated the global-4.5 ebuild to match the current latest version (4.5.3). Also 
incorporated the changes proposed in Bug 14342. 
 
Added optional PostgreSQL support if Postgres is installed.

I've changed the check on postgres and ssl to avoid a crash during linking when
postgres is installed, but without ssl.
