The error message when checking use flags php was built with is missing the 'crypt' use flag.

Seeing as this bug is a few months old and no one has commented or done anything about it...  What about dropping the hard requirement for crypt use flag?  The crypt use flag on php pulls in mcrypt which is only used in phpmyadmin if cookie authentication is used.  So what about a use flag on phpmyadmin that requires the crypt use flag on php?  That way if you aren't using cookie authentication, it's not pulling in an unneeded dep.

Patch applied just to get the bugs closed.

ginsu: cookie auth mode is preferred vs. many of the others.
