Bugzilla Bug 229601

After setting "-*" in USE in make.conf, I start ufed, and the first entry, -*,
is shown as unchecked. If I do not toggle the entry for -* back to checked
prior to saving, ufed will remove the -* flag from USE. It is a minor annoyance
that everytime I start ufed I will have to toggle -* to be on again.

Reproducible: Always

Steps to Reproduce:
1. Start ufed, set -* as a flag
2. Hit enter and save/exit.
3. Start ufed again, -* shows as unchecked.

Actual Results:  
-* is shown as unchecked

Expected Results:  
-* should be shown as checked: ufed should not modify my USE flags without my
express consent.
