soappy-0.12.0 has been in the tree for more than a month and has no open bugs.
Please test and mark stable.

actually not amd64 done... 
soappy 0.12.0 depends on m2cryto whose tests fail:

dev-python/m2crypto-0.18.2

I've fixed this test for m2crypto-0.18.2.

amd64 stable!
