i thought the 1.06.9x were devel versions on the way to 1.07 ... no idea if
they can be considered "stable"

Pragmatically, 1.06.95 appears to be quite stable; the delay of the officially
stable 1.07 release has been held up mainly due to some administrative snafus
relating to one open bug (bc exits with status 0 even if it encountered I/O
errors).  Because 1.06.95 is definitely in better shape than an unpatched 1.06,
and has some minor bug fixes beyond gentoo's 1.06-r6, and because the timeframe
for resolving the block on 1.07 is still unclear, I'd say it would be
reasonable to promote 1.06.95 to stable.
