It seems that 2.6STABLE branch is no longer under development:

Fixed in cvs.

However, this version no longer supports qos and zero-penalty-hit USE flags.
However, the upstream managed to add most of the functionality implemented in
these patches, except zph_preserve_miss_tos. If you need that, then you should
use >=squid-3.0.6-r2.
