Bugzilla Bug 224221

Base-system. app-arch/rpm2targz-9.0-r7 is more than month in portage. No new
issues opened, the only change in this revision is added
rpm2targz-9.0-increase-RPMBUFSIZ patch. I think it's time to stabilize this
package. If you agree, please, CC archs:

alpha amd64 arm hppa ia64 m68k mips ppc ppc64 s390 sh sparc x86
