ppc stable

ppc is broken now as the kipi-plugins depends on >=media-libs/libgphoto2-2.3.1,
which is ~ppc.

Also there are open bugs against kipi-plugins, which wouldn't be hard to fix,
before asking for stabilization...

ppc isn't/wasn't broken afaik. 2.4.1 >= 2.3.1 if I'm not mistaken. That leaves
two bugs 208133 and 205743 I guess and both seem to include a solution.
