After emerging abiword-plugins with USE=cxx (pulls in dev-libs/boost) and
emerging again without USE=cxx everithing works fine. It seems that it tries to
build AbiCollab support even if USE=cxx is not marked.

ebuild fix

This fixes compilation for me.  There's no reason to only add $(use_with jabber
abicollab) to the configure flags inside a 'if use cxx' section, as there's
already a sanity check regarding jabber/cxx in pkg_setup.
