After upgrading from qtiplot-0.9.4 to qtiplot-0.9.5 in an x86_64 box, the
ebuild seems to forget installing the executable /usr/bin/qtiplot. In addition,
there's no translation folder even though linguas_es is selected as USE flag.
These issues didn't happen with 0.9.4.

Reproducible: Always

Steps to Reproduce:
1.emerge sci-visualization/qtiplot-0.9.5
2.
3.

Actual Results:
* /usr/bin/qtiplot does not exist after installation
* No translations are installed

Expected Results:
* /usr/bin/qtiplot is installed
* I get a Spanish translation in the corresponding directory
