For what it's worth, since 3.2.1 is a bug-fix release of 3.2, I was able to successfully compile and install both app-emulation/xen-3.2.1 and app-emulation/xen-tools-3.2.1 by downloading xen-3.2.1.tar.gz, changing the current xen-3.2.0 ebuild filename to xen-(tools-)3.2.1, changing the file extention in the SRC_URI in the ebuilds from .bz2 to .gz, and running ebuild digest on the new ebuilds.
