I hit on some bug or maybe many bugs.

compilation of net-misc/dhcpd 3.2.3 fails with:

Please try 4.0.0_beta1 which was just commited as it should fix this problem.

If it works for you, please close this bug.

I had the exact same problem, which was solved by dhcpcd-4.0.0.0_beta1.

Added information to ChangeLog that 4.0.0_beta1 closes this bug. Note that _beta2 is also now available.

I tried 4.0.0_beta9 and it works. However just using an unfinished beta version is just a workaround and not a final solution.

dhcpcd-4.0.1 is out in portage now and is proving very stable.
Would you consider that a final solution?
