After migrating to openrc/baselayout-2 the hellanzb service doesn't start. The init script needs to use the interpreter:

--exec /usr/bin/python /usr/bin/hellanzb.py

With that change hellanzb does not start when another python instance is running

start-stop-daemon --start -c data -g users --exec /usr/bin/python /usr/bin/hellanzb.py -- -D -c /etc/hellanzb.conf
/usr/bin/python already running.

You are right. This time I really fixed it. (Fingers crossed!)
