Bug 217389 – Stabilize dev-ruby/zentest-3.9.1, dev-ruby/rspec-1.1.3, and dependencies

I'd like to request stabilization for the following packages. I've listed these in a single bug because zentest and rspec are tied together to some extend depending on use, and while there is no formal or required dependency these versions work well together. Also included are the dependencies needed, with the first package to stabilize at the top of the list.

ia64 & ppc64: you will probably want to skip rspec altogether since that isn't currently keyworded for your arch.
alpha & sparc: I've included you because you do have an older stable rake version, so you probably only want to stabilize rake-0.8.1.
