News for monotone 0.39 says:
        - The internal copy of PCRE has been updated to version 7.6.
          If you use the '--with-system-pcre' configure switch, it
          will insist on at least this version.

I therefore think Gentoo should use that switch and RDEPEND on
>=dev-libs/libpcre-7.6.
