xmlrpc-c-1.06.09-r2 emerges just fine here. I added the "curl" and "libwww" flags to package.use to closer simulate Paul's system. Fixed in CVS. The variable SRCDIR was being passed to the ebuild. I just unset SRCDIR. Try either 1.06.09-r2 or 1.06.27. Marking as fixed.
