This was fixed for the KDE 3 version (bug 206957), the KDE 4 version still has
this problem.

Now =net-p2p/ktorrent-3.0.2-r1 forces the dependency of dev-libs/geoip:

$ ldd /usr/kde/4.0/lib64/kde4/ktinfowidgetplugin.so
        libGeoIP.so.1 => /usr/lib/libGeoIP.so.1 (0x00002b7a76d28000)
