$ tv_validate_file --help
Can't locate XML/LibXML.pm ...

To fix add dev-perl/XML-LibXML to RDEPEND.
Actually the same fix is needed for all >=0.5.43 versions of xmltv ebuild. 0.5.43 was the first one to include the tv_validate_file command.
