Bugzilla Bug 212857

Please add ~sparc keyword to dev-libs/argtable-2.8 (C library for parsing
command line arguments).

Compiles and merges fine, no collisions. Tested with a C program linking to it
and using a variety of its features; works the same as on amd64 (where this
ebuild is stable).
