Building sci-visualization/qtiplot-0.9.3 fails here, because
qtiplot-0.9.3-manual-en.tar.bz2 is broken on our gentoo mirror (at least)

reopen with actual emerge out and emerge --info attached; thanks.

has length 3805  and contains pure html (no bzipped file!)
