Both babel.sty with the german/germanb options and german.sty from the package texlive-langgerman, together with \selectlanguage{german}, will not include German language hyphenation patterns, WHEN USED WITH the latex command. Xelatex does work, and this proves my language.dat file is read by xelatex. The correct log with xelatex: Babel <v3.8h> and hyphenation patterns for english, usenglishmax, dumylang, noh yphenation, basque, german, ngerman, french, loaded. The log with the same file on the same installation, but using latex: Babel <v3.8h> and hyphenation patterns for english, usenglishmax, dumylang, noh yphenation, loaded. ... Package babel Warning: No hyphenation patterns were loaded for (babel) the language `German' (babel) I will use the patterns loaded for \language=0 instead. Using german.sty gives german -- \language number for German undefined, default 255 used, german -- Please read "gerdoc.tex" how to install hyphenation patterns. german -- \language number for Austrian undefined, default 255 used. german -- \language number for French undefined, default 255 used.
Could attach a minimal example as well as the output of 'emerge -p'? I am using TeXlive with German hyphenation as well and have not run into this problem yet. I want to try to reproduce it.

Let me add that even with xelatex, there are hyphenation problems with words containing Umlauts, but that's another bug which I might file depending on this outcome.

However, while this may have been part of the problem, the issue only whent away when I used 'texconfig hyphen latex' as user, not as root. I was under the erroneous assumption that there is only a system-wide config. What use is an individual hyphenation config if the languages are installed system-wide, anyway? Generally, I think it's very bad style that the logs don't show which files are read, and I would suggest suggesting to people to use something like strace as long as there is no mechanism to show included files. Finally, the mentioned issue with words having Umlauts went away, too, so no sweat.

I have the original problem with texlive-2008. It does not disappear by using texconfig nor texmf-update (neither as user nor as root). Strange enough, while latex does not find hyphenation files, xelatex does. I'm not sure whether I should file a new bug or not. I may not reopen this one.
Just for the record: following the last item in http://www.gentoo.org/proj/en/tex/texlive-migration-guide.xml, I've got # kpsewhich language.dat //etc/texmf/tex/generic/config/language.dat and then # rm -rf /etc/texmf/tex # texmf-update solved the issue.
