Emerging ulogd-1.23-r1 does not install the PCAP-plugin.

The missing file is:

I also noticed that "ulogd-1.23-r1.ebuild" contains a deprecated HOMEPAGE
variable - this should point to http://netfilter.org/projects/ulogd/index.html.

Well it's still a bug since this obviously needs to be either a hard dependency
or a configure option.

Alright, added the pcap flag to automatically build the PCAP plugin. Not the
best fix but it is acceptable, I think.
