as far as i understand the concept of pam.d ;) /etc/pam.d/vsftpd would like to check the ftpusers file for users that aren't allowed to log in. it checks /etc/vsftpd/ftpusers, but there is no such file, but it is /etc/ftpusers. should it be symlinked or something like that possibly?
i forgot to mention in my inital bugreport that the ftpd complains about the missing (ok, not really missing but at the wronk location) ftpusers file in the syslog whenver a user logs in: [vsftpd] PAM-listfile: Couldn't open /etc/vsftpd/ftpusers. that's how i noticed the problem.
which version?
i just looked at both 1.0.1-r1 and 1.1.3-r1, there's no difference in /etc/pam.d/vsftpd. is my guess right, that this could be independend of version as all ebuilds seem to use /usr/portage/net-ftp/vsftpd/files/vsftpd.pam?
