New versions with USE=svg require an X installation (librsvg pulls in gtk+
which pulls in half of Xorg), making USE=-X pointless. ImageMagick can be very
useful on headless systems so it should be possible to either build librsvg
without GTK+ or to build ImageMagick against an alternative to librsvg. Is
there a bug report about this yet?

... or to make sure USE='-X svg' works intuitively, of course - just write an
elog that informs the user that USE=svg requires USE=X, and rewrite the logic
to exclude librsvg when USE=X.

media-gfx/imagemagick-6.3.7.9-r1 added to the tree. It only depends on librsvg
when X is also enabled.
