Under FILES, cowsay manpage says

  /var/tmp/portage/cowsay-3.03/image//usr/share/cows holds a  sample  set
  of  cowfiles. [...]

Obviously, the path is wrong and should be something like

  /usr/share/cowsay-3.03/cows
