See http://reductivelabs.com/trac/puppet/ticket/1052 for detailed Infos as well for bugfix. Maybe the patch could be included in a second release for 0.24.1 or do you want to wait for 0.24.2 which might be released soon?!

1. Stop service
2. run puppet to start service
3. -> error

Actual Results:  
service can not be started

Expected Results:  
service should be started
