dialogblocks doesn't run if libXinerama is not installed.

Reproducible: Always

Steps to Reproduce:
1. x11-libs/libXinerama is not install, use flag xinerama is not set.
2. install dialogblocks 4.21 -> install fine
3. try to run it -> it fails on libXinerama.so dependancy.
4. install libXinerama -> works fine.
