Bugzilla Bug 208812

When installing this package, the following dependencies were not pulled:
dev-php/PEAR-Validate
dev-php/PEAR-XML_Tree

I already have XML_Parser installed, so I can't tell whether this dependency is
being registered or not.

Reproducible: Always

Steps to Reproduce:
1. emerge dev-php/PEAR-File_XSPF on an installation that does not have
PEAR-Validate and/or dev-php/PEAR-XML_Tree
2. run a PHP script that requires 'File/XSPF.php'

Actual Results:  
script fails with error message:
Warning: require_once(Validate.php): failed to open stream: No such file or
directory in /usr/share/php/File/XSPF.php on line 46

Expected Results:  
Library should load fine with no warnings.

Should be dev-php/PEAR-Validate and dev-php/PEAR-XML_Tree (since
dev-php/PEAR-File_XSPF is already keyworded).
