Ebuild for offlineimap-3.99.17

It's a Python app that installs with distutils, but when installed 
using the distutils eclass, all the docs, manpage, and example conf
files don't get installed, so I catered for that in the ebuild. I 
put offlineimap.conf* in /usr/share/doc/offlineimap-3.99.17/ cause
I didn't know where else. Didn't feel confident sticking it in 
/etc/conf.d/ ..

AAARGH. Mozilla keeps telling me 
  Status: 400 Bad request (malformed multipart POST)

Sorry about the errors from Bugzilla when attaching files - it doesn't actually cause problems besides confusion. We're still trying to locate a root cause.
