If a person doesn't supply use flag for qt3 for pinentry especially in cases where it is not listed in global use flag, they cannot be served the change passphrase dialog box nor can they decrypt an encrypted text though the editor.

Reproducible: Always

Steps to Reproduce:
1.emerge kgpg
2.USE="-qt3" emerge -1 pinentry
3.run kgpg (make sure u make a key pair)
4.right click keypair, it will bring up a menu
5.click "Edit Key..."
6.click "Change Passphrase..."
  no dialog... (teh bug)
  next bug:
7.Click "File" on the menu bar
8.Click "Open Editor"
9.Type some text "Hello World"
10.Click "Sign/Verify"
  No dialog (bug)
11.Clear edit box
12.Type Hello World
13.Click Encrypt
14.Click Decrypt
  error no Dialog to ask for password (bug)
15.Close kgpg
16.USE="qt3" emerge -1 pinentry
17.repeat steps 3-14

Actual Results:  
No dialogs titled "pinentry" were present

Expected Results:  
Pinentry Dialog

Modify the ebuild to check for qt3 support in the pinentry ebuild.

On a default-linux desktop profile this wouldn't be a problem... i think...

You can achieve the desired effect also with "gtk" USE flag, so KGPG should require pinentry with either USE="qt3" or USE="gtk".
