The files...
       ftp://elsie.nci.nih.gov/pub/tzcode2007k.tar.gz
...and...

...are now available; these reflect the changes circulated last week on
the time zone mailing list (most importantly, changes to the
"southamerica" file based on Argentina's readoption of daylight saving
time.
