Starting December 9th 2007, Venezuela (VET) changed its time zone from UTC -4 to UTC -4:30. Please modify America/Caracas to reflect this change. This change is available on timezone-data 2007j, 2007i considers it from the Jan 1st 2008 which is wrong.

Reproducible: Always

Steps to Reproduce:
1.choose America/Caracas as timezone using tzselect
2.run ntpdate and sync with any ntp server, then ask the time with date
3.check your time against UTC, it's -4 when it should be -4:30

Actual Results:  
localhost ~ # ntpdate bigben.beyondirc.net
11 Dec 14:18:07 ntpdate[5893]: step time server 75.13.24.211 offset 5.887765 sec
localhost ~ # date
Tue Dec 11 14:18:10 VET 2007


Expected Results:

base-system, ccing arches is on your behalf...if it is ok, readd arches.  Carlos, this is not your decision, and there is also still a bug open for 2007i, though I strongly favour stabilising 2007j.

The ebuild is trying to fetch rev "j", only "k" is available at the package source here: ftp://elsie.nci.nih.gov/pub/

Either the ebuild needs to be updated, or the package source does.
