When upgrading rsync, the upgrade process insists on moving rsyncd.conf to /etc instead of leaving it in /etc/rsync. I have other files with rsyncd that is convenient to leave in their own directory. 

Reproducible: Always

Steps to Reproduce:
1.emerge rsync
2.cd /etc
  rsyncd.conf is now in /etc and not in /etc/rsync
3.


Expected Results:  
Leave /etc/rsync/rsyncd.conf alone

it isnt anything new to rsync-3.0.0 ... the code has always been there

presumably most people have made the transition now, so ive dropped the code in 3.0.5 ... anyone who hasnt can do it themselves when their server fails to start
