Hi arches.

This is a new meta that pulls in the plugins that used to be pulled in by gst-plugins-base.  It's intended use is for apps to dep on it for optional gst-plugins, so nothing except the plugin gets re-emerged when use flags change.  Since it's only a meta, and all the plugins it deps on have the same keywords, I'm asking that it get keyworded straight to stable.  This is needed to fix bug #200043

Target keywords are:

alpha amd64 arm hppa ia64 ppc ppc64 sh sparc x86 ~x86-fbsd
