As previous maintainer of popt I'll try to test it and eventually submit an
updated ebuild if there are no devel for take care of this.

updated popt-1.12 ebuild

Tested on ~x86 x86 and ~amd64. Dropped some path not more needed.
Updated home page.
Dropped stable keywords, maintained as ~archs as it seems API and ABI
compatible.

rpm-5.0 will depend on a later version of popt (1.13 to be precise) when it
will come out.

popt-1.13 has a couple useful fixes and will be released in the next week or
