When i try to emerge =net-libs/libsoup-2.2.101 it fails.

strange, it compiles and even pass tests here on x86 & amd64. What's your glib
version ?

It's a known failure with -ssl in 2.2.101. 2.2.102 bump fixes precisely that,
and only that.
Not sure why anyone would want this package without SSL support, but hey..

Fixed with version bump to 2.2.102
