It's because of a dependency on >=x11-libs/qwt-5.

This seems wrong:
app-backup/bacula:bacula-console - Build console only bits, no gui

In the ebuild, bacula uses the qt4 or wxwindows USE flag with bacula-console to
determine whether to depend on wxwindows or qt.
