Had this problem with mkvtoolnix, but other packages are affected, too. I think
the ebuild for 7.3 should issue a warning, that a "revdep-rebuild --library
libpcre.*" should be run.

But don't you think the ebuild should warn about that? A bare revdep-rebuild
won't do, as the so-name hasn't changed.

Considering that noone ever complained about this, I don't think this is worth
spending any effort. IOW, cannot reproduce your issue. The only bug wrt
mkvtoolnix and libpcre is Bug 155965 which is entirely unrelated.
