Is there a simple way to test this?  I don't have any unused partitions lying
around to play with.  man page seems to indicate that it can put a file system
onto a file (mkntfs  is used to create an NTFS file system on a device (usually
a disk partition) or file.) but I don't see how to make it do that.

you could create a dummy file with dd from /dev/zero and set it up on a loop
device to destroy with mkntfs
