I'm having the same problem here.  I've flushed all local file repositories,
pointed GENTOO_MIRRORS to their defaults, and downloaded portage-latest.tar.bz2
from gentoo.osuosl.org and I'm still getting:

Still broken here.  SpanKY, you said rebuilt against new file.  What does that
mean exactly?  Did you compile it just fine?  I can't emerge openssh.  It's
been this way for over five days now.  SSH is a critical package.  This needs
to be distributed across the mirrors.  It's not a package I feel comfortable
fudging a new digest against.

SpanKY, I tried that and it doesn't seem to work either:

older ebuilds use 12v18 ... newer use 12v19

i dont really care about the older ones seeing as how the newer is stable

The newest ebuild for ACCEPT_KEYWORDS=amd64 is net-misc/openssh-4.7_p1-r1,
which is broken. If you think the newer ebuilds are stable then mark them as
such, and remove the older broken one from Portage entirely.

I agree.  Latest stable on amd64 is 4.7_p1-r1 and it is still broken.
