Have some test failures here on sparc and x86

HPPA has =sys-devel/binutils-2.17.50.0.12 stable, which is supposedly greater
than 2.17. Re-CC if something still needs doing, please.

those are false positives which are not new ... you'll get the same failures on
2.17

I'll continue to test this to see if binutils works.

Further testing shows that this works fine on amd64 despite the errors
mentioned.

ppc64 has sys-devel/binutils-2.17.50.0.17 stable already.  I assume this is
newer.  If not add us back in.
