The mjpegtools ebuild conditionally requires epatch when building on ppc, but
doesn't inherit eutils by default, resulting in a failed emerge.  Adding the
obvious fixed it up.

Reproducible: Always
Steps to Reproduce:
1. emerge mjpegtools on ppc
2. groan

Actual Results:  
emerge failed

Expected Results:  
succeeded
