Bugzilla Bug 190895

After upgrading from util-linux-2.12r-r7 to util-linux-2.13, util-linux tools
like mount, cfdisk and hwclock are no longer getting localized.

(When installing 2.13 I noticed the util-linux.mo files getting uninstalled,
and that they had been replaced by util-linux-ng.mo files.  Renaming the latter
to the first doesn't help, though.)
