CPAN bug in URL field as it has a test case attached.

1.13 fails to call sqlite3_finalize() for prepared statements, resulting in
errors such as "statement handle DBIx::ContextualFetch::st=HASH(0x4549baa81e0)
still Active".
1.12 does not have this bug, and the upstream bug report shows no sign of
movement. Can we have the non-broken version back in the tree until this is
resolved please?
