Bugzilla Bug 188389

Tried to emerge PyQT4-4.3 and it failed while compile QTCore with the following
error:

I'm going to guess this is a bug in PyQt or sip.  You might want to contact the
PyQt devs to see if a patch is needed to sort this one out.

I posted the probable solution in Bug 189393.

added a zlib check to the ebuild
