2.0.0_rc4 is a broken release, regarding the basic function "xdebug_disable()"
the author states:

"I removed this functionality in rc4, but it's back in the final release.
I think that might be the problem you're seeing."

Reproducible: Always

Steps to Reproduce:
1. run xdebug_disable() in any php script
2. notice xdebug still running.

Actual Results:  
xdebug still running

Expected Results:  
xdebug disabled
