Bumped to new version - can also close #146079 as popfile now depends on
SQLite2 only, no other versions are supported

When will 0.22.5 end up in portage?  I originally filed 146079 and it turns out
the best solution is not to require SQLite, but to alter the config to default
to SQLite2.  When I first filed that bug, I couldn't find where it was actually
set, but I've now added that information.  Also - I'm testing on amd64.  I
haven't tested very extensively yet, but so far no problems.  I've noted this
in bug 142210 (popfile marked x86 only) but that's for 0.22.4.
