When emerging rsync with the xinetd use flag xinetd should be installed (if it is nor already installed)

Reproducible: Always

Steps to Reproduce:
1. USE="xinetd" emerge rsync

Actual Results:  
installed rsync with xinetd config files, but without xinetd

Expected Results:  
I expected xinetd to be installed also

I haven't ever written an ebuild, but adding "xinetd? ( sys-apps/xinetd )" to DEPEND ..?
